Yeah wow that's hectic, 'only jail can reform them' I guess it's like, only through external, systemic intervention can they actually realise how their behaviour impacts the people around them maybe? They lack emotional depth so they see others as resources to exploit. It is about power. They dont react to the pain they cause, as they dont see pain in other people or they do and enjoy seeing other people suffer.. They only react to consequences.

Reforming bad behaviour is a 4 step process:

Exposure

Accountability

Consequences

Containment
